GIMP (The GNU Image Manipulation Program) is free software that can be used to accomplish many of the tasks that you can do in Photoshop. I frequently use GIMP to crop and resize images. In GIMP, this is quite easy. Here is a screenshot of GIMP that I created using GIMP:
